As the Competition and Consumer Commission of Singapore (CCS) marked its 20th anniversary, 2025 reflected a competition and consumer regime that has matured well beyond its early years. Aside from organisational changes – such as the rebranding of CCS and the consolidation of competition, consumer protection, and legal metrology functions – we also saw steady and consistent enforcement activity. Cartel and consumer protection cases continued to feature prominently, merger activity remained consistent, and there was a noticeable focus on conduct involving digitalisation, data and artificial intelligence.
This update reviews key trends from 2025 as well as upcoming developments in 2026.
