The new Online Safety (Relief and Accountability) Act 2025 (OSRAA) aims to provide redress to persons affected by online harmful activity, improve online safety, deter online harmful activity, and promote accountability and responsible conduct in the online environment. It also introduces stronger victim protections and complements existing regulatory and criminal law frameworks.
The OSRAA will come into operation on the date(s) appointed by the Minister by notification in the Gazette, which notification may specify that different provisions of the OSRAA come into operation on different dates. From mid-2026, 13 categories of online harmful activity will be addressed in phases, beginning with the most serious and prevalent harms. The OSRAA will also implement in phases new statutory torts to clarify the duties and liabilities of three key stakeholders: communicators, administrators and online service providers.
