The short answer is yes, as has been decided by the General Division of the High Court of Singapore (High Court) in Zhao Yang Geotechnic Pte Ltd v China Communications Construction Company Ltd (Singapore Branch) [2026] SGHC 82. In this case, the High Court held that a review adjudicator is entitled to review the entire adjudication determination, and not merely the issues identified by the party which filed the review application.
